The department was created on the basis of the Training and Research Center of Telecommunication Technologies (TTC ITT, Director, Candidate of Technical Sciences, PhD in Science. V.S. Opening of new specialties
In 1999, the department opened a specialty in St. Petersburg State University of Telecom 201800 “Protected Telecommunication Systems” (after 210403 “Protected Communications Systems”). At the first stage of its development, the IBTS department was developing due to the block of computer training disciplines. The first such discipline was “Computer support of engineering tasks”, which was read by all 2nd year students of MTS faculty. The organization of the full cycle of training of specialists made it possible to move to the next task – the program of training of highly qualified personnel. From the first graduates of students 7 people successfully defended their theses for the degree of Candidate of Science. It is important to note that almost all of them came to the department as schoolchildren, combined their studies with work at the department, under the guidance of Prof. A.V. Krasov were engaged in the development of educational software, provided the educational process of the department. After that, we continued training and successfully defended the theses of the leading employees of the department – professors V.A.Yakovlev, V.I.Korzhik, V.N.Nikitin, M.V.Buynevich. In successful years (depending on the number of contract employees), 200 people per year were accepted for educational programs of the department.
Development of new directions of preparation demanded serious processing of cathedral disciplines, it was possible to get rid of a number of imposed at a stage of formation of chair of disciplines and to insert that is necessary for the modern expert in the field of information safety. We can say with confidence that in the block of special disciplines the bachelor in the direction of “Information and communication technologies and systems” in the profile of “Protected systems and networks of communication”, is not inferior, and in the direction of “Information security” significantly exceeds the specialty “Protected communication systems”, which was implemented earlier.
The development of new directions of training was impossible without introduction of new ideas and answers to new challenges of modern world education into the educational process. In many respects, our department was helped in this process by participation in the international educational process and focus on the solutions of leading domestic and foreign vendors.
As noted above, the Cisco Regional Networking Academy, opened on the basis of our department in 1999, was the first Cisco Networking Academy in North-West Russia. In 2012, due to the termination of the RAMI status, we had to re-register the network academy. All 4 semesters of the network academy have been integrated into all three of our bachelor’s degree programmes. Later on, we successfully implemented Cisco Academy programs at the Lyceum of SpbGUT and restored the training of network academy instructors. This work is led by the best graduate of the department in 2010, St. Petersburg State University of Technology and all over St. Petersburg, certified instructor of Cisco, Microsoft and VMware, winner of personal scholarships of the President and the Government of the Russian Federation, senior lecturer I.A. Ushakov. In 2013, due to the highest achievements and invaluable contribution to the development of the Cisco Networking Academy program, Igor Alexandrovich Ushakov, Senior Lecturer of the SSS Department, was recognized as a top-level instructor in 2013. In 2013, under the guidance of I.A.Ushakov, VMware Academy was also opened on the basis of the department – the second in the North-West and the 6th Academy in Russia. A great role in the preparation of students in the direction of 43.03.01 “Service” was played by our participation in the loyalty program EMC2 for partner universities. St. Petersburg State University of Applied Sciences has been taking part in partner programs of EMC since 2008, now the disciplines on the basis of EMC decisions are integrated into the bachelor’s degree programs 10.03.01 “Information Security” and 43.03.01 “Service”, into the educational process of the Lyceum at St. Petersburg State University of Applied Sciences. This work is supervised in St. Petersburg State University of Technology by the senior lecturer of the IBTS department, director of the Lyceum at St. Petersburg State University of Technology D.M. Shefer. Students have the opportunity to pass EMC certification exams free of charge on the basis of the department. High results annually shown by our students were officially recognized by EMC2 in 2015 in the nomination “In recognition of the outstandingcontribution to Academic Alliance Russia & CIS Program” – TheBonch-Bruevich St. Petersburg State University of Telecommunications – for their great contribution to the development of the EMC2 Academic Partnership program and participation in EMC2 educational programs.
The development of Bachelor’s Degrees 10.03.01 “Information Security” and 43.03.01 “Service” required the expansion of other areas of training activities, including the issues of engineering and technical methods of object protection. In addition to the existing equipment of SoyuzSpetsAvtomatika SPC, Ravelin LLC, the department concluded a cooperation agreement with another manufacturer of object security equipment PercO LLC. Percot Company provided us with training and laboratory stands, electronic training courses and access to its own authorized certification system for specialists, which we were also able to use to assess the knowledge of students. The practice of involving representatives of industry in the formulation of academic disciplines, the creation of educational and methodological and laboratory facilities for their implementation, the department tries to introduce as much as possible in the number of disciplines. In many respects, we were accustomed to this participation in the Tempus project, where each discipline was developed jointly by representatives of leading universities and representatives of industry and scientific organizations in different countries. In particular, in cooperation with SearchInform and Security Code companies, the discipline “Software Protection in the Internet” was introduced. Within the framework of the signed agreement on scientific and technical cooperation, the department was given licensed versions of the software, educational and methodical materials. Sterenberg, an assistant at the department, is in charge of this direction.

Accreditation and renaming, development of cooperation
In 2013-14 the department has successfully passed the state accreditation on directions of preparation of masters 10.04.01 “Information security” and bachelors 10.03.01 “Information security”, 43.03.01 “Service”.
On September 1, 2013 the chair was renamed into the chair of “Protected communication systems”.
Since 2014, the Department has been actively developing cooperation with the Roskomnadzor Directorate for North-West Russia. Leading employees of Roskomnadzor regularly take part in meetings of the State Committee for Energy and Coal Industry in the areas of bachelor’s and master’s degree training, and select graduates for the civil service at Roskomnadzor. On the other hand, Roskomnadzor employees come to the department for postgraduate studies, teaching and training activities, joint participation in scientific and technical conferences. In 2013-14 the department becomes a participant of two large international projects:

The targeted training project for the Republic of Vietnam is based on a grant from the Government of the Republic of Vietnam received from our partner, the Hanoi University of Posts and Telecommunications (PTIT), to train information security specialists. The project provides for a bachelor’s degree (4 years of study), the first 2 years in Vietnam, and the second 2 years in one of the universities of Russia. Our Vietnamese partners visited various Russian universities that provide training in the field of information security, and chose the bachelor’s program 10.03.01 “Information Security”, implemented by our department. On the first of September 2013, a delegation headed by the Minister of Communications and Informatization Nguyen Bac Sonomiu of the Republic of Vietnam visited our department and after personal acquaintance with the organization of the educational process at the department, the management of the department, an agreement on strategic cooperation in training specialists in the field of information security was signed between SPbSUT and the Institute of Post and Telecommunications (PTIT), Hanoi, the Republic of Vietnam.
Within the framework of implementation of the first part of this agreement, Associate Professor D.I.Kirilov, an associate professor of our department, has left PTIT to give a lecture course on modern aspects of network security for PTIT teachers and specialists of the Ministry of Communications of the Republic of Vietnam.
A little later, with a return visit for a 2-month internship the department was visited by 5 employees of the newly established department of telecommunications systems PTIT, appointed responsible for the release of specialists from the PTIT. To a large extent, this internship was a reconnaissance of the possibilities of the department of ZSS, to implement the educational process in English, and came to us not just the simple trainees, but the leading teachers of specialized disciplines, system administrators and personally the head of the graduating department. Internship included daily 6-8 hours of training, lectures, laboratory work, implementation of individual programs. In the course of the visit the structure of the joint educational program of bachelor’s degree training was agreed upon, which provides for obtaining two diplomas of Russia and Vietnam. For 2016, the process is progressing well despite attempts by US universities to target students from Vietnam who plan to continue their studies at the ZSS department.
In October 2013, the European Commission selected eight universities, including St. Petersburg State University of Technology, for the implementation of master’s programmes in the English language in the field of information security from Russia. The main goal of the project is to create a double master’s degree program in Cyber Security, recognized by the European Union, on the basis of Educating the Next generation experts in Cyber Security: the new EU-recognized Master’s program (ENGENSEC er’s program) between 22 universities from the European Union countries, Russia and Ukraine, members of the consortium. The participation of the SSS Department in this project allows the university to bring the training of personnel in the field of information security to the world level.
Tempus is a programme funded by the European Union to support the modernization of higher education in partner countries from Eastern Europe, Central Asia, the Western Balkans and the Mediterranean. By supporting and developing institutional cooperation, the Tempus programme focuses on the reform and modernization of higher education in its partner countries.
The decision of the European Commission is the official recognition of the highest quality of education in the field of information security and the great success of the ZSS department.
In the course of the project implementation the national educational standards in all participating countries were analyzed, a common unified structure of the Master’s degree program was developed for all higher education institutions of the project participants (except for Greece and Poland, which have significant differences in educational standards from other countries). Working groups have been set up to develop individual courses. Prof. A.V. Krasov, doc. D.I. Kirillov, A.A. Chechulin, I.A. Ushakov, assistant. A. Shvidkiy. General management of the project from SpbSUT is carried out by Prof. A.V. Krasov. At the end of 2014, on behalf of the European Commission, the Erasmus+ (Tempus) National Programme Office in Russia monitored the project implementation. Monitoring is a scheduled check, some analogue of the accreditation procedure. No observations were found during the monitoring, and we successfully continued our work.
In April 2015, during the working meeting in Karskrun (Sweden), Prof. A.V. Krasov agreed and signed a strategic cooperation agreement between St. Petersburg State University of Technology and Blekinge Institute of Technology on cooperation on mutual exchange between teachers and students for 2014-2021. As early as 2015/16, our students have been travelling to Sweden for a semester, 4 lecturers from the SSS department have been travelling with their courses at the Blekinge Institute of Technology, and teachers from Sweden have been coming to visit us.
2015, the year of the 85th anniversary of the university, the department meets new challenges. This is the year of the 16th anniversary of the Cisco network academies partnership program, and the 16th year of participation in this program of SpbSUT. This year, Cisco entrusted us with the final of the All-Russian Olympiad for students of secondary and higher education institutions. The final competition was attended by 3 students of our specialties and 1 pupil of the Lyceum at St. Petersburg State University of Technology. The winners and all participants were awarded personally by Cisco’s Executive Vice President for Strategy and Business Development of Industrial Solutions, Chief Globalization Officer WimElfrink. He could not participate in the competition by the rules, but his contribution to the success of the Olympiad was appreciated. This year our students showed the highest results in EMC2 certification examinations among Russian universities, which was officially recognized by EMC2 as the first prize in the nomination “In recognition of the outstanding contribution to Academic Alliance Russia & CIS Program” – for their great contribution to the development of the EMC Academic Partnership program and participation in EMC educational programs.
In the summer of 2015, another success in the international sailing regatta came to the team of our head of department, Dr. V.P. Prosikhin, who won the stage of sailing yacht races in the World Cup. It became very difficult to combine the management of a large international business, active and successful sports career with the management of the department V.P. Progress in 2016
The 2016-17 academic year was a successful one in the life of the department. The number of budget places increased significantly (up to 10-15 people per place), the competition for our training areas increased significantly.
In February 2016, at the Info Forum 2016, the ZSS Department was recognized as the best educational center of the year in Russia. The National Information Security Forum “InfoForum” has been held since 2001 and has earned a strong reputation as the official platform where public authorities bring their policies to a wide professional audience.

Kirillov D.I., Ushakov I.A., Krasov A.V. successfully lectured at the Blekinge Institute of Technology VTN University (Karlskrona, Sweden) as part of the joint project implementation. At St. Petersburg State University of Technology, Anders Karlsson, General Manager of ENGENSEC (Sweden), gave lectures on the Digital Forensic course for Master’s students in Information Security at 10.04.01.
The department has successfully conducted trainings of teachers for all universities, participants of the project Tempus ENGENSEC in the disciplines of Wireless & Mobile Security (head of the group of senior lecturers Daniil Kirillov), Pentest & EthicalHacking (Alexander Dorofeev, training center “Echelon”, Moscow), Malware (Alexander Adamov, KNURE, Kharkov, Ukraine).
Within the framework of cooperation between the company AGAT RT, three IP PBXs of Agat UX series were presented to the department for organization and carrying out of laboratory works and studying the issues of construction of modern protected telephone networks of new generation. This equipment has expanded the capabilities of our laboratories, especially in terms of implementation of import-substituting technologies.
In the summer of 2016, an international summer school under the ENGENSEC project was successfully held on the basis of the department. The ENGENSEC project, “New Generation Expert Master’s Programme in Information Security”, is funded with the support of the European Commission; EACEA, Tempus IV. For two weeks, students from different countries studied courses on information security of high complexity. The school was attended by students of the following universities: Blekinge Institute of Technology (Karlskrona, Sweden), Wroclaw Technical University (Wroclaw, Poland), P.G. The courses offered to students were developed within the ENGENSEC project by international teams of experts from the academic and industrial environment. Within the framework of the international summer school, the following subjects of the joint ENGENSEC Master’s program in the field of information security were presented: “Protection of Cloud Computing and Telecommunications”, “Digital Evidence”, “Web Security”, “Penetration Test and Ethical Hacking”. For 2016-17 academic year there are 5 specialized laboratories in the department, 28 teachers work at the department, among them 4 doctors of sciences and 11 candidates of sciences. The chair graduates specialists in 3 areas of bachelor’s training, 2 areas of master’s training, specialty of postgraduate training. The department actively participates in research and development and international programs.
From 2017 to the end of 2018, the Secure Communications Department underwent a number of significant changes and events, which significantly expanded it and made it one of the most important and leading departments of St. Petersburg State University named after Prof. M.A. Bonch-Bruyevich.
In February 2017, the “Secure Communications Systems” Department staff proved once again in the best traditions the highest level of training of both students and teachers involved in the educational process in the direction of 10.00.00 “Information Security”. It should be noted that last year one of the laureates in the category “Educational Center of the Year” for his contribution to the training of specialists in the field of information security was the Department of “Protected Communications Systems” of St. Petersburg State University of Technology. The winners were teachers and students of the Secure Communications Department:
1. Igor Alexandrovich Ushakov, Senior Lecturer of the Department of ZSS, was nominated “Teacher of the Year” for dissemination of knowledge about information technologies and information security.
2. in the nomination “Young Specialist of the Year” for active participation in practical and research activities, preparation and implementation of actual projects and solutions in the field of information security – assistant to the Department of SSS Lidia Andreyevna Vitkova;
3. in the nomination “Student of the Year” for excellent academic performance and participation in research and scientific work in the field of information security – Master’s Degree in Information Security Training 10.04.01 “Information Security” of the ZSS Department Artem Gelfand;
Andrey Krasov, the Head of the Department of Protected Communications Systems, received the status of an accredited expert in the field of state accreditation of educational institutions and scientific organizations in the areas of training 10.00.00 “Information Security” of bachelors, masters, specialists and postgraduates. In April 2017, A.V. Krasov, Head of the Department of Protected Communications Systems, and I.A. Ushakov, Senior Lecturer of the Department of SSS, paid a working visit to the Blekinge Institute of Technology (BTH) (Karlskrona, Sweden). In addition, there were meetings with the teachers responsible for reading these courses at BTH. Employees of the department of ZSS together with a group of software developers and the head of the program Tempus ENGENSEC Anders Carlson took part in discussions of software development during the classes for the virtual cloud laboratory Remote Security Lab. I.A. Ushakov gave guest lectures on security management using Cisco Systems equipment at the University of Halmstad, Sweden.
Negotiations were held on the organization of joint training of masters (the program of preparation of two diplomas) together with the head of the Computer Science department Lars Lundberg, the head of the project ENGENSEC Anders Carlson, the coordinator of international programs BTH Carmen Constantinescu. In the course of the meeting, a cooperation agreement was drawn up, a joint working curriculum of the Master’s degree programme in the field of information security (Computer Science at the BTH) and a list of subjects studied within the joint educational programme were agreed upon.
Also in 2017, such events as regular victories of students of the department at international, internal, regional scientific and technical competitions are celebrated. For example, Gelfand Artem Maksimovich and Danila Vladislavovich Ryzhakov, first-year master students, became the finalists of the Infotelecom Olympics 2017 and eventually won a convincing victory in the final competition. Student of the training area 10.03.01 “Information security” gr. Rustamjon Nabidzhonovich Komiljonovich Komiljonov, under the guidance of I.A. Ushakov, a senior lecturer at the Department of ZSS, was the first in the North-Western Federal District and the fifth in the international ranking based on the results of the second qualifying stage of the X International Olympiad “IT-Planet 2016/17” in the competition “Data transmission technologies in local and global networks” prepared by the experts of the Cisco Network Academy. He also became the winner of the First Open Championship “FGBOU VPO Saint-Petersburg State University of Telecommunications named after Prof. M.A. Bonch-Bruevich” on WorldSkills standards in the nomination Network and System Administration. Oleg Filippov is a graduate of the Department of ZSS. (ICB-31) – “The best graduate of St. Petersburg State University of Technology – 2017” in the category “Scientific activity”!
At the end of April 2017, Sergey Nikolaevich Stepura, Acting Head of the Department of the Federal Service for Technical and Export Control of Russia for the North-West Federal District, visited St. Petersburg State University of Technology. The delegation of FSTEC also included Dmitry Shakin, Deputy Head of the FSTEC Administration for the North-Western Federal District, Valery Zemlyansky, Head of the Civil Service and Personnel Department of the FSTEC of Russia for the North-Western Federal District. An agreement on cooperation was signed between St. Petersburg State University of Oil and Gas and FSTEC of Russia in the field of targeted training of specialists in the areas of information security training.
In 2017, there was also a long-term cooperation between the Secure Communications Department and the developers of the Russian Gate access control system, which is a good example of a successful and fruitful cooperation between the higher school and the domestic manufacturer of electronic systems. On June 1, 2017, another training course for mature students was held. St. Petersburg and regional specialists in the field of automation and security underwent additional training on the organization of access control systems, timekeeping, transport accounting and personnel management. Such training is conducted by specialists developing the popular Russian brand of ACS Gate.
Also, the Department in 2017-2018 was marked by a number of significant victories in scientific competitions:
1. Vitkova L.A. Laureate of the II degree of the Competition of innovations and innovation projects in the nomination “A” “Competition of conceptual ideas, methods, recommendations” with the project “Problem of management of information and psychological aspects of state security”. The winner of the competition for subsidies to young scientists, young candidates of science of universities, industry and academic institutions located in St. Petersburg, 2018. Subject: “Development of models and classifiers of sources, target audience and undesirable information objects on the Internet to protect the urban information space”.
2. A.A. Chechulin is the second place in the Automotive Village: CarPWN competition at the International Forum on Practical Safety Positive Hack Days 7. Winner of the 2017 competition for the right to receive grants from the President of the Russian Federation for state support of young scientists – candidates of science in the field of knowledge. Winner of the 2017 competition for state support of young Russian scientists-candidates of science in the section “Information and telecommunication systems and technologies”. Based on the results of the contest, an agreement was signed for a grant from the President of the Russian Federation No. MK-314.2017.9 on “Methods, Models and Algorithms of Construction and Application of Hybrid Data Warehouse for Analytical Processing of Information and Security Events”. Winner of the LXIII International Scientific and Practical Conference “Innovation in Science”, Novosibirsk, Russia, for the article “Mathematical model of description of information objects of different types to organize the search for materials in a single repository of multimedia data from field ethnographic expeditions”.
3. Sterenberg S.I.. Winner of the 2017 grants competition for students and postgraduate students. Topics of work: “Security management of the information-psychological field of the object in telecommunications networks” and “Development of steganographic system of copyright protection at the enterprise”. Laureate of the II degree of the competition of digital economy, innovations and innovation projects – New generation 2017/2018 in the category “Competition of innovative developments and projects”. Project: “Development of a hardware and software system for security objects with a secure communication channel”. Finalist of the contest “Distant Horizons of Science” in the framework of the All-Russian Conference of Young Scientists “Distant Horizons of Science” and the VIII All-Russian Congress of the Councils of Young Scientists and Specialists, 2017.

On September 21, 2018, at the Secure Communications Department, the OpenStack Remote Security Laboratory (RESELA) was inaugurated as part of the Tempus ENGENSEC project. The main goal of the project is to create a double master’s degree program in Cyber Security, recognized by the European Union as Educating the Next generation experts in Cyber Security: the new EU-recognized Master’s program (“ENGENSEC program”) between 22 universities of the European Union, Russia, and Ukraine that are members of the consortium. first of all, the RESELA complex is not only a server equipment, but also a software that allows to organize the educational process on the basis of the complexes of laboratory work in unified disciplines developed by international groups of teachers of the joint program.
On December 28, 2018, Igor Alexandrovich Ushakov was awarded the Medal “For Strengthening the State System of Information Protection” by the order of FSTEC of Russia No. 398 dated October 14, 2005. Two degrees of this medal are provided for. These departmental awards are a form of rewarding employees of the FSTEC of Russia for high achievements in their work and other persons assisting in solving tasks assigned to the FSTEC of Russia.
An example of partnership with leading companies in 2018 was Gazinformservice, which continued the series of trainings of the Security Skills educational project. The project is aimed at enhancing the cyber security competencies of technical university students. During the lectures, the company’s experts introduce the participants to trends in the field of information security and teach them how to work with software products and information security tools.
At the end of 2018, the department once again demonstrated its competence in international cooperation. On December 18, a delegation from a Vietnamese partner university visited St. Petersburg State University. The guests were received by the head of the department of secure communication systems A.V. Krasov and senior lecturer of the department of secure communication systems I.A. Ushakov. For the members of the Vietnamese delegation was held a study tour around the university with a visit to the scientific and educational center “Media Center”, laboratory of programmable networks SDN, laboratory of the Internet of Things, as well as the laboratory of high-speed backbone DWDM-systems and software-controlled networks.
