Department History

One of the most important problems at wide use of computer systems and systems of computer processing of the information is a problem of protection of the information. In November 1997, the Department of Information Security of Telecommunication Systems (ISTS) was established in St. Petersburg State University of Telecommunications in order to train specialists in information security and communication systems. The founder and head of the department is Dr. V.P.Prosikhin.

The department was created on the basis of the Training and Research Center of Telecommunication Technologies (TTC ITT, Director, Candidate of Technical Sciences, PhD in Science. V.S. Kachur, Deputy Director A.V. Krasov) and a group of teachers from the TSiR Department dealing with information security issues – D.V. Kushnir, I.N. Babkov.

The first graduates of the department were students of the specialty “Radiophysics”, the group of which was supervised by Deputy Director of the ITT UIC A.V. Krasov. Immediately after the creation of the department they were switched to writing diplomas on information security, participation in research and development of the department, they became one of the first post-graduate students of the department, for some time they worked part-time at the department, these are K.G.Morozov, V.Odintsov, K.Ryadov, G.Korolev, S.Dmitriev and others.

Lank LLC provided a great deal of material and technical assistance in setting up the new department.

Initially, the department provided the disciplines “Fundamentals of Information Security” and “Computer Support of Engineering Problems”, which were held with students of almost all faculties of our university.

Opening of new specialties

In 1999, the department opened a specialty in St. Petersburg State University of Telecom 201800 “Protected Telecommunication Systems” (after 210403 “Protected Communications Systems”). Starting with one group of students, the department quickly began to recruit 2-3 groups of students annually, and a significant part of the students were admitted to the department for contractual education.

To a large extent, the success of the development of this specialty in SpbSUT It was a result of a unique technique of continuous target training of schoolchildren, started by A.V. Krasov back in the Laboratory of Computer-aided Education (1989-1994) and continued during the implementation of the program of training engineers-researchers (1994-2003). The optional cycle covered the best students of more than 10 basic schools of the University and Lyceum at St. Petersburg State University of Technology. The best graduates of the Lyceum successfully graduated from the university, defended their dissertations and stayed at the department to work.

At the first stage of its development, the IBTS department was developing due to the block of computer training disciplines. The first such discipline was “Computer support of engineering tasks”, which was read by all 2nd year students of MTS faculty. This discipline at the initial stage of formation of the department provided 30% of the study load, which, together with the load for the diploma leadership supervised by the ITT RADIOFIC specialty, allowed the group of teachers of the department of TOSiR in 2.5 rates, read in the fall semester discipline “Fundamentals of information security”, to create the department of IBTS. The discipline put by A.V. Krasov was devoted to computer modeling in MatLab environment. Within the framework of the discipline, an automated course of laboratory work was developed, providing for automatic generation and verification of tasks. Later, on the basis of this lecture material in the publishing house “Student” (formerly “Higher School”) was published the author’s textbook.

Later on, A.V. Krasov delivered a series of disciplines: “C++ Programming”, “Assembler”, “Protected Operating Systems”, “Computer Viruses”, “Programming in Computer Networks”. These disciplines not only provided a high level of computer training of our students, but also ensured the preservation of the minimum number of rates necessary for the existence of the department at the stage of formation.

The exit of the students of the specialty 210403 “Protected communication systems” on the senior courses, since 2004, has caused serious reorganisation of educational process of faculty, it was required to create new laboratories, to put new courses, to involve new employees.

That’s when they came to the department:

Associate Professor V.M. Filipishin, st. (Professor at present), V.I. Andrianov put the discipline “Fundamentals of organizational and legal support of information security” at the department. At present, this discipline is readable to students of almost the entire university.

Senior lecturer S.V.Prudnikov, who has created and is currently in charge of the security equipment department. Thanks to the sponsorship of the companies involved by S.V. Prudnikov, such as Argus-Spectrum LLC, SoyuzSpetsAutomatika (Kodos), Ravelin LLC (Gate), and Percos LLC, several specialized laboratories have been created at the Department, and courses on engineering and technical methods of information security have been introduced into the educational process.

Professor V.A. Yakovlev, thanks to whom the department began to develop the direction of computer network security.

Associated-Professor V.N. Nikitin, Chief Engineer of RadioNet, V.N. Nikitin (1952-2015) has placed in the department of radio network safety, which is currently read by his students.

With the arrival of D.I. Kirillov, a senior lecturer, certified instructor of Cisco and Microsoft, a developer of courses for Cisco, the study of Cisco technologies at the department has risen to a qualitatively new level of teaching. The training process included disciplines that go far beyond the usual program of network academies. Now it is a leading department direction, which is provided by a whole group of trained teachers, graduates of the department and graduates of the Cisco Network Academies Instructors Training Center, which at that time operated in the department as part of the Cisco Regional Network Academy.

Unfortunately, in that period the chair also suffered the first loss, on September 1, 2004 we were left by V.S.Kachur, one of the founders of the chair, who headed all educational and organizational issues during this period.

He was replaced by Candidate of Technical Sciences, Associate Professor A.V. Krasov as Director of the ITT ERC and Deputy Head of the Department. The main task during this period was the successful passing of the state accreditation of the specialty 210403 “Protected communication systems”, the organization of the first graduation of specialists, which were organized under the guidance of Associate Professor A.V. Krasov. Subsequently, the ITT ERC became a part of the Educational and Methodical Management of the University, which from 2007 to 2012 was headed by Associate Professor A.V. Krasov, and computer classes after 2012 were transferred to the IBTS department.

The organization of the full cycle of training of specialists made it possible to move to the next task – the program of training of highly qualified personnel. From the first graduates of students 7 people successfully defended their theses for the degree of Candidate of Science. It is important to note that almost all of them came to the department as schoolchildren, combined their studies with work at the department, under the guidance of Prof. A.V. Krasov were engaged in the development of educational software, provided the educational process of the department. After that, we continued training and successfully defended the theses of the leading employees of the department – professors V.A.Yakovlev, V.I.Korzhik, V.N.Nikitin, M.V.Buynevich. Four of them continued their work at the department.

His thesis defense was largely based on the research work carried out at the university both within the framework of NICH and other structural units, and independently. The first such work in 1999 was the self-supporting research work “Research of systems of safe connection to the Internet” (scientific supervisor of the head of the office V.P. Prosikhin). The largest and most significant work performed at the department was the development work “Development of a geoinformation system with special requirements of Bekar-GEO”. Work was carried out by forces of post-graduate students of prof. A.V.Krasov within the limits of the plan of the State Defence Order for 2007, was financed by the government of the Russian Federation. Work has been successfully completed in 2010, following the results of performance of development work its scientific supervisor prof. A.V. Krasov has been awarded by the governmental award “the Honorary worker of higher professional education”. More information about the scientific activities of the department can be found on the relevant section of the website.

In 2012, like all other universities in the country, SpbSUT switched to training specialists in FSES HPE III. Training of the already enrolled students (2-5 courses) in the specialty 210403 “Protected Communication Systems” continued, the last graduation took place in 2015. In just 15 years, the department has trained about 500 engineers in this specialty, many of whom have achieved professional results in the industry.

Transition to Bachelor’s and Master’s degrees in FSES HPE III

Since 2012, the department has moved to the preparation of bachelors and masters of FSES HPE III. The department of IBTS is graduating in 3 areas of training bachelors:

  • 10.03.01 “Information security” (1-2 groups)
  • 11.03.02 “Info-communication technologies and communication systems” on the profile “Secure systems and communication networks” (2-3 groups)
  • 43.03.01 “Service” on the profile “Security Systems Service” (1-2 groups)

At the next level of training, the chair implements master’s degree programs:

  • 10.04.01 “Information Security”, Educating the Next generation experts in Cyber Security: the new EU-recognized Master’s program ENGENSEC er’s program ENGENSEC (1-2 groups)
  • 11.04.02 “Info-communication technologies and communication systems” under “Secure systems and communication networks” programme (1 group)

In the programs of higher qualification training (postgraduate studies), the department provides training in the direction of training of scientific personnel 05.13.19 “Methods and systems of information security

In successful years (depending on the number of contract employees), 200 people per year were accepted for educational programs of the department.

Development of new directions of preparation demanded serious processing of cathedral disciplines, it was possible to get rid of a number of imposed at a stage of formation of chair of disciplines and to insert that is necessary for the modern expert in the field of information safety. We can say with confidence that in the block of special disciplines the bachelor in the direction of “Information and communication technologies and systems” in the profile of “Protected systems and networks of communication”, is not inferior, and in the direction of “Information security” significantly exceeds the specialty “Protected communication systems”, which was implemented earlier.

The development of new directions of training was impossible without introduction of new ideas and answers to new challenges of modern world education into the educational process. In many respects, our department was helped in this process by participation in the international educational process and focus on the solutions of leading domestic and foreign vendors.

As noted above, the Cisco Regional Networking Academy, opened on the basis of our department in 1999, was the first Cisco Networking Academy in North-West Russia. In 2012, due to the termination of the RAMI status, we had to re-register the network academy. All 4 semesters of the network academy have been integrated into all three of our bachelor’s degree programmes. Later on, we successfully implemented Cisco Academy programs at the Lyceum of SpbGUT and restored the training of network academy instructors. This work is led by the best graduate of the department in 2010, St. Petersburg State University of Technology and all over St. Petersburg, certified instructor of Cisco, Microsoft and VMware, winner of personal scholarships of the President and the Government of the Russian Federation, senior lecturer I.A. Ushakov. In 2013, due to the highest achievements and invaluable contribution to the development of the Cisco Networking Academy program, Igor Alexandrovich Ushakov, Senior Lecturer of the SSS Department, was recognized as a top-level instructor in 2013. This award is given to 25 percent of the best instructors in the world.

In 2013, under the guidance of I.A.Ushakov, VMware Academy was also opened on the basis of the department – the second in the North-West and the 6th Academy in Russia. Within the framework of the Network Academy, senior students of all three of our educational programs study network technologies according to the methods of the world leader in this field – Cisco Company.

A great role in the preparation of students in the direction of 43.03.01 “Service” was played by our participation in the loyalty program EMC2 for partner universities. St. Petersburg State University of Applied Sciences has been taking part in partner programs of EMC since 2008, now the disciplines on the basis of EMC decisions are integrated into the bachelor’s degree programs 10.03.01 “Information Security” and 43.03.01 “Service”, into the educational process of the Lyceum at St. Petersburg State University of Applied Sciences. This work is supervised in St. Petersburg State University of Technology by the senior lecturer of the IBTS department, director of the Lyceum at St. Petersburg State University of Technology D.M. Shefer. Students have the opportunity to pass EMC certification exams free of charge on the basis of the department. High results annually shown by our students were officially recognized by EMC2 in 2015 in the nomination “In recognition of the outstandingcontribution to Academic Alliance Russia & CIS Program” – TheBonch-Bruevich St. Petersburg State University of Telecommunications – for their great contribution to the development of the EMC2 Academic Partnership program and participation in EMC2 educational programs.

The development of Bachelor’s Degrees 10.03.01 “Information Security” and 43.03.01 “Service” required the expansion of other areas of training activities, including the issues of engineering and technical methods of object protection. In addition to the existing equipment of SoyuzSpetsAvtomatika SPC, Ravelin LLC, the department concluded a cooperation agreement with another manufacturer of object security equipment PercO LLC. Percot Company provided us with training and laboratory stands, electronic training courses and access to its own authorized certification system for specialists, which we were also able to use to assess the knowledge of students. Successful development of this direction at the department is largely due to the great organizational and technical work of senior teacher S.V.Prudnikov and his team of teachers.

The practice of involving representatives of industry in the formulation of academic disciplines, the creation of educational and methodological and laboratory facilities for their implementation, the department tries to introduce as much as possible in the number of disciplines. In many respects, we were accustomed to this participation in the Tempus project, where each discipline was developed jointly by representatives of leading universities and representatives of industry and scientific organizations in different countries. In particular, in cooperation with SearchInform and Security Code companies, the discipline “Software Protection in the Internet” was introduced. Within the framework of the signed agreement on scientific and technical cooperation, the department was given licensed versions of the software, educational and methodical materials. Representatives of these companies regularly conduct advanced training for the department’s teachers, open lectures and seminars for students. S.I. Sterenberg, an assistant at the department, is in charge of this direction.

Fast Lane LLC provides regular assistance to the Department of Network Disciplines. Many of our graduates have taught at this company. In December 2009, BigOne joined FastLane CIS, which for many years was based on one of the laboratories of the SCS Department.

Accreditation and renaming, development of cooperation

In 2013-14 the department has successfully passed the state accreditation on directions of preparation of masters 10.04.01 “Information security” and bachelors 10.03.01 “Information security”, 43.03.01 “Service”.

On September 1, 2013 the chair was renamed into the chair of “Protected communication systems”.

Since 2014, the Department has been actively developing cooperation with the Roskomnadzor Directorate for North-West Russia. Leading employees of Roskomnadzor regularly take part in meetings of the State Committee for Energy and Coal Industry in the areas of bachelor’s and master’s degree training, and select graduates for the civil service at Roskomnadzor. On the other hand, Roskomnadzor employees come to the department for postgraduate studies, teaching and training activities, joint participation in scientific and technical conferences. Since 2014, the position of associate professor has been held by the Head of Roskomnadzor’s Department for the North-Western Federal District, Dr. D.V. Sakharov, and since 2015 by expert specialist L.A. Vitkova (assistant, graduate student, scientific supervisor Associate Professor V.I. Andrianov).

Thanks to the support and direct participation in lectures, laboratory and practical works, conducting course and diploma design on the basis of real tasks performed by the department, it was possible to raise the discipline “Information security management” read by all masters of the department and the flow of bachelors in the direction of “Information security” to a qualitatively new level.

In 2013-14 the department becomes a participant of two large international projects:

  • Targeted training for the Republic of Viet Nam
  • Educating the Next generation experts in Cyber Security (the new EU-recognized Master’s program) ENGENSEC er’s program) ENGENSEC, implemented within the framework of the Tempus project jointly by leading universities in Russia, Sweden, Germany, Greece, Poland, Lithuania and Ukraine

The targeted training project for the Republic of Vietnam is based on a grant from the Government of the Republic of Vietnam received from our partner, the Hanoi University of Posts and Telecommunications (PTIT), to train information security specialists. The project provides for a bachelor’s degree (4 years of study), the first 2 years in Vietnam, and the second 2 years in one of the universities of Russia. Our Vietnamese partners visited various Russian universities that provide training in the field of information security, and chose the bachelor’s program 10.03.01 “Information Security”, implemented by our department. On the first of September 2013, a delegation headed by the Minister of Communications and Informatization Nguyen Bac Sonomiu of the Republic of Vietnam visited our department and after personal acquaintance with the organization of the educational process at the department, the management of the department, an agreement on strategic cooperation in training specialists in the field of information security was signed between SPbSUT and the Institute of Post and Telecommunications (PTIT), Hanoi, the Republic of Vietnam.

Within the framework of implementation of the first part of this agreement, Associate Professor D.I.Kirilov, an associate professor of our department, has left PTIT to give a lecture course on modern aspects of network security for PTIT teachers and specialists of the Ministry of Communications of the Republic of Vietnam.

A little later, with a return visit for a 2-month internship the department was visited by 5 employees of the newly established department of telecommunications systems PTIT, appointed responsible for the release of specialists from the PTIT. To a large extent, this internship was a reconnaissance of the possibilities of the department of ZSS, to implement the educational process in English, and came to us not just the simple trainees, but the leading teachers of specialized disciplines, system administrators and personally the head of the graduating department. Internship included daily 6-8 hours of training, lectures, laboratory work, implementation of individual programs. Directly leading teachers of department have been read courses “Cryptography and steganography” (prof. V.I.Korzhik), “Network Security Basics” (art. I.A.Ushakov), “Web Security, E-mail security, VPN” (art. D.I.Kirilov), “Firewall” (art. A.Yu.Petrunin). Prof. A.V.Krasov, M.V.Buynevich, doc. D.I.Kirillov, senior lecturer I.A.Ushakov.

In the course of the visit the structure of the joint educational program of bachelor’s degree training was agreed upon, which provides for obtaining two diplomas of Russia and Vietnam. For 2016, the process is progressing well despite attempts by US universities to target students from Vietnam who plan to continue their studies at the ZSS department.

In October 2013, the European Commission selected eight universities, including St. Petersburg State University of Technology, for the implementation of master’s programmes in the English language in the field of information security from Russia. The main goal of the project is to create a double master’s degree program in Cyber Security, recognized by the European Union, on the basis of Educating the Next generation experts in Cyber Security: the new EU-recognized Master’s program (ENGENSEC er’s program) between 22 universities from the European Union countries, Russia and Ukraine, members of the consortium. The participation of the SSS Department in this project allows the university to bring the training of personnel in the field of information security to the world level.

Tempus is a programme funded by the European Union to support the modernization of higher education in partner countries from Eastern Europe, Central Asia, the Western Balkans and the Mediterranean. By supporting and developing institutional cooperation, the Tempus programme focuses on the reform and modernization of higher education in its partner countries.

The decision of the European Commission is the official recognition of the highest quality of education in the field of information security and the great success of the ZSS department.

In the course of the project implementation the national educational standards in all participating countries were analyzed, a common unified structure of the Master’s degree program was developed for all higher education institutions of the project participants (except for Greece and Poland, which have significant differences in educational standards from other countries). Working groups have been set up to develop individual courses. Prof. A.V. Krasov, doc. D.I. Kirillov, A.A. Chechulin, I.A. Ushakov, assistant. A. Shvidkiy. General management of the project from SpbSUT is carried out by Prof. A.V. Krasov. At the end of 2014, on behalf of the European Commission, the Erasmus+ (Tempus) National Programme Office in Russia monitored the project implementation. Monitoring is a scheduled check, some analogue of the accreditation procedure. No observations were found during the monitoring, and we successfully continued our work.

In April 2015, during the working meeting in Karskrun (Sweden), Prof. A.V. Krasov agreed and signed a strategic cooperation agreement between St. Petersburg State University of Technology and Blekinge Institute of Technology on cooperation on mutual exchange between teachers and students for 2014-2021. As early as 2015/16, our students have been travelling to Sweden for a semester, 4 lecturers from the SSS department have been travelling with their courses at the Blekinge Institute of Technology, and teachers from Sweden have been coming to visit us.

2015, the year of the 85th anniversary of the university, the department meets new challenges. This is the year of the 16th anniversary of the Cisco network academies partnership program, and the 16th year of participation in this program of SpbSUT. This year, Cisco entrusted us with the final of the All-Russian Olympiad for students of secondary and higher education institutions. The final competition was attended by 3 students of our specialties and 1 pupil of the Lyceum at St. Petersburg State University of Technology. The winners and all participants were awarded personally by Cisco’s Executive Vice President for Strategy and Business Development of Industrial Solutions, Chief Globalization Officer WimElfrink. He could not participate in the competition by the rules, but his contribution to the success of the Olympiad was appreciated. The award ceremony was attended by the Vice President of Cisco in Russia and other CIS countries Jonathan Sparrow.

After the awarding, Wim Elfrink gave a lecture on “Comprehensive Internet” for students, masters and post-graduates in the fields of training “Information Security”, “Service”, “Info-Communication Technologies and Communication Systems” profile “Protected Systems and Communication Networks” and teachers of SpbSut.

This year our students showed the highest results in EMC2 certification examinations among Russian universities, which was officially recognized by EMC2 as the first prize in the nomination “In recognition of the outstanding contribution to Academic Alliance Russia & CIS Program” – for their great contribution to the development of the EMC Academic Partnership program and participation in EMC educational programs.

In the summer of 2015, another success in the international sailing regatta came to the team of our head of department, Dr. V.P. Prosikhin, who won the stage of sailing yacht races in the World Cup. It became very difficult to combine the management of a large international business, active and successful sports career with the management of the department V.P. Prosikhin, and after 18 years he left the department. Since October 8, 2015, he has been running the ZSS department with Candidate of Technical Sciences, Associate Professor A.V. Krasov.
